三 | 一揽子政策有力发挥了财政资金的乘数效应，支持重点投资和消费领域信贷投放实现了逆势增长。今年1-7月，通过中小微企业贷款贴息、设备更新贷款贴息、民间投资专项担保计划、民企债券风险分担机制4项促投资的政策，服务业经营主体贷款贴息、个人消费贷款贴息2项促消费的政策，一共6项，累计支持相关领域新发放信贷超20万亿元，较上年同期增长了超8800亿元、增幅为4.5%。总体看，政策发挥了“引水渠”的作用，引导金融资源精准“滴灌”，不仅惠及农林牧副渔、文旅康养等传统产业，也支持了高端装备、人工智能、绿色低碳、生物制造等新兴产业和未来产业的投资和消费。 二是降低融资成本激发企业活力。政策聚焦于打通民间投资的难点和堵点。民间投资实际上是可以促就业的。1-7月，4项促投资政策累计支持民间投资约1.51万亿元。调研中一位能源领域企业负责人介绍，以前从银行贷款的额度不超过1000万元、期限不超过1年，政策出台以后企业累计获得了1300万元、3年期中长期贷款，解决了春季集中开工的“燃眉之急”。 三是助力百姓共享政策红利。政策目标的另一个方面是要促进居民消费。1-7月，2项促消费政策累计支持居民消费约1.88万亿元，既从供给侧赋能服务业经营主体，全面支持餐饮住宿、文化娱乐、健康养老等服务消费领域，增加优质服务供给；又从需求侧来增加居民消费能力，与消费补贴、以旧换新、有奖发票等促消费政策叠加共振，有力支持广大居民日常消费。 廖岷还提及，结合经济发展需要，财政部正在继续研究制订财政金融协同的新政策和新举措，并于今年下半年推出。
